Regression: Blank screen is seen when clicked on any link in Google Play apps and Services overlay

Chrome Version:68.0.3404.0/10611.0.0 dev channel Reks

What steps will reproduce the problem?
(1)Recover build>> Sign-in to user and in Google Play apps and Services overlay, click on any of the link inside the box Eg: Age Restriction, Refund Policy, Privacy policy and close it
(2)Again click on any other link and observe( Refer video)

Actual: Blank screen is seen for some time
Expected: No such issue should be seen, if it's loading atleast loading text with loading icon should be seen

This is a Regression issue as same is working fine in M68 . Issue seems to be seen due to the fix of   Issue 821327

arc: Unify help overlay view in OOBE with in-session UI.

This adds close button and limit focus traversal inside overlay for OOBE
Optin. Adds tooltip for close button for both UI. Adds screen 'loading'
for webview based help for both UI
