1. Click on notificarions in shelf
2. Click on settings gear

What is the expected behavior?
Intuitive interface

What went wrong?
I am either not getting notifications I want, or getting notifications I don't want, with this very confusing setting.  The "double negative" of DO NOT DISTURB, mixing slide switches and checkboxes, the icon changing but the description stays the same  - depending on the ON-OFF state, unclear whether the checkboxes override DO NOT DISTURB or ALLOW on DO NOT DO NOT DISTURB.  What about the notifications not listed, like DOWNLOADS?
