Regression: Virtual Keyboard struck while opening 'Voice input' method

Chrome Version:67.0.3396.17/10575.13.0 dev channel Daisy,Candy,Reks
OS:Chrome OS 

What steps will reproduce the problem?
(1)Sign into user >>In chrome://settings/languages >> enable 'Show input options in the shelf'
(2)At ubertray >>select 'Voice input' and observe

Actual: While opening 'Voice input',weird stuck is seen
Expected:No such stuck should be seen while opening Voice input method

This is a Regression issue as same is working fine in 67.0.3390.0/10559.0.0 dev 

Note:Issue is not seen in Linux, Windows OS

Looks like some performance issue, we're doing some UI refactor, which could potentially fix this.

This bug has a target milestone that has passed.  Please help bug cleanup: mark it closed or update/remove the milestone target.

Issue seems to be fixed in latest dev 70.0.3538.7/11021.6.0
