Steps to reproduce:
(1) Open a new chrome tab on the secondary screen.
(2) Move separate the tag from and drop it on the primary screen directly
(3) There you will see that no tabs can be seen even when I open new tabs.
(4) You can see the video above as well.

Expected result:
The tabs should be shown on top of the chrome above the address bar.

Actual result:
There shouldn't be any tabs showing no matter how many tabs you open.
