What steps will reproduce the problem?
1. Launch chrome, open devtools on NTP, hit F1 and set 'Dark' theme as default.
2. Navigate to 'Application' tab and hit F5 key to reload the page.
3. Observe the 'Manifest' option under 'Application' section at LHS.

Actual Result : Focus highlight is not seen for selected option in devtools with 'Dark' theme.

Expected Result : After step 2, focus highlight should be displayed (in faint colour) for selected option even when dark theme is set in devtools.

This is a regression issue, broken in M-67 and providing the bisect using per-revision script:
Good Build : 67.0.3373.0 (Revision : 543880)
Bad Build : 67.0.3374.0 (Revision : 543949)

You are probably looking for a change made after 543895 (known good), but no later than 543896 (first known bad).
