Issue descriptionVersion: 67.0.3396.18 (Official Build) Revision 399b73768e46f9219d4868a2ad1ccb517da5347d-refs/branch-heads/3396@{#251}(32/64-bit) OS: Windows (7,8,8.1,10) and Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome,navigate to chrome://downloads/ and press 'Ctrl + s' to save chrome://downloads page 2. Now create 4 items in download history and observe vertical scroll bar on chrome://downloads page while creating 4th item Actual: Unwanted glimpse of vertical scroll bar is seen in chrome://downloads/ page Expected: Unwanted glimpse of vertical scroll bar should not be seen in chrome://downloads/ page and scroll bar should stay on page This is regression issue, broken in ‘M 63’ and below is the bisect info : Good build: 63.0.3226.0 (Revision: 504842). Bad build: 63.0.3227.0 (Revision: 505231). You are probably looking for a change made after 505153 (known good), but no later than 505154 (first known bad).
