Regression: Focus doesn't stay on download entries after pressing tab key.

Chrome Version: 68.0.3405.0 (Official Build)Revision a32d5b1b284ee8f4a22677af4b89fa449a69521c-refs/heads/master@{#552956} (32/64-bit)
OS: Windows(7,8,8.1,10) and Linux(14.04).

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://speed.hetzner.de/
(2)Download 2-3 files, press Ctrl+J to open download
(3)Now press tab key till focus reached download entry and observe.

Actual: Focus doesn't stay on download entries after pressing tab key(i.e it appears on elements and suddenly vanishes)
 
Expected: Focus should stay on download entries after pressing tab key.

This is a regression issue broken in 'M68' and below is the manual bisect info
Good Build: 68.0.3400.0 (Revision:552221)
Bad Build:  68.0.3401.0 (Revision:551876)

Note: Will soon update Mac OS info.

(Unable to narrow down the range using per-revision bisect,hence providing bisect using old script)

This is related to a change in iron-list. I informed Polymer and they're coming up with a fix.

Update : 
Retested above issue on Windows (7,8,8.1,10) Linux(14.04 LTS) and Mac(10.12.6,10.13.1,10.13.5) OS using latest Canary #68.0.3427.0 and issue is fixed.Focus stays on entries in Download.Kindly review the attached screen-cast.
