Steps to reproduce the problem:
1. open a page with another language. I use zh-CN,open cloudflare.com
2. as the attachfile,I can not see the translate button.

tried below:
1).clear cache -------->not working
2).folow the method mentioned in # issue 710575  --->can not find GOOGLE_API_KEY
3).delete User Data Dir ------>workding when open cloudflare.com first time.close chrome opened again,not working.
4.fallback to 66.0.3359.117 beta x64 ,working

What is the expected behavior?
open a page whith anothe language,show translate button

UI>Browser>Language>Translate
