Translate Button not display when opening a foreign language web page

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.117 Safari/537.36 Steps to reproduce the problem: 1. open a page with another language. I use zh-CN,open cloudflare.com 2. as the attachfile,I can not see the translate button. ---------------------------------------------------- tried below: 1).clear cache -------->not working 2).folow the method mentioned in # issue 710575 --->can not find GOOGLE_API_KEY 3).delete User Data Dir ------>workding when open cloudflare.com first time.close chrome opened again,not working. 4.fallback to 66.0.3359.117 beta x64 ,working What is the expected behavior? open a page whith anothe language,show translate button What went wrong? Unable to reproduce the issue on reported chrome version 67.0.3396.10 using Windows 10 with the below mentioned steps. 1. Launched chrome 2. Navigated to https://www.cloudflare.com/es/ 3. Clicked on translate. 4. Changed the language to español 5. Right clicked on page -> translate to english We were able to successfully translate the page with out any issues. Attaching the screen cast of the same. @Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may be helpful. Thanks!

upload the video again. my test way: 1.I download a offline package. 2.unzip the package. and ensuser there is no User Data Dir. 3.Launched chrome. 4.Navigated cloudflare.com ----> you can see translate button. 5.shutdown chrome,open again. ----> can not see translate button =============================================== try unzip chrome offline package directly and test. any information you need,pls let my know

Able to reproduce the issue on reported chrome version 67.0.3396.10 and on the latest canary 68.0.3409.0 using Windows 10. Note: Issue is not seen on Ubuntu 14.04 and Mac 10.13.1 Checked the issue as per latest comment (...C#6) i.e., when the site is loaded for the first time we are able to see translate bubble, later -> after exiting chrome and relaunching, navigating to that particular URL doesn't show translate bubble. groby@, could you PTAL and help with further triage? FWIW, r506405 is unrelated to translation (it shouldn't have any behavior changes, but if it did it should only affect handling of hang renderers). It seems that both #c6 and #c7 say that the translate bubble is visible when navigating to a site for the first time (and the bug is that the translate bubble doesn't appear on subsequent visits). Well, I cannot make the translate bubble appear even during the first visit - I tried: 1. launching 67.0.3396.18 with a fresh --user-data-dir 2. adding Polish to Languages->Language section in chrome://settings (and making sure "Offer to translate pages in this language" is set) 3. removing all other languages 4. making sure that "Offer to translate pages that aren't in a language you read" option is set. 5. navigating to https://www.cloudflare.com/ I am probably doing something wrong and lack the knowledge when the translate bubble is expected to appear - I hope that components/translate/OWNERS can help investigate this bug further.

We do have a heuristic that tries to learn your preferences. I wonder if that is triggering here, preventing the second appearance.
Once the bubble stops appearing, you can check in chrome://translate-internals to see if it's marked as "don't translate". (If you can, please attach that info to the bug)
If it's not marked there, please
1) Open chrome://translate-internals/#detection-logs
2) Open the website in question in a new tab
3) Go back to the tab you opened chrome://translate-internals/#detection-logs - then export ("Dump") the detection logs and share on this bug here.

@groby: we actually don't use the suppression heuristics anymore but what we do use is a model to suppress UIs (see crbug.com/786245) when we think the user will ignore/decline them. reporter: please right click on the page and click on Translate. After a few times of triggering translation the model should stop suppressing the UI. We're also working on a better solution to allow the user to trigger translations when suppressed by ranker using the icon in the omnibox (see crbug.com/600874) I'll assign this to myself to make sure that the workaround works for the user.

1.right click and click on translate --> translate success,and tranlate button appeared. 2. F5 refresh --> translate button disappeared again

Alternatively - go to chrome://settings and click on Language. If zh and zh-Cn are part of the list, click on the three dot menu and make sure to check "Offer to translate this language."

Ah I see. I misunderstood earlier. So it sounds like sometimes you get the Translate prompt on cloudflare.com and sometimes you don't. That is most likely tied to the suppression mechanism. Continue to use right click to trigger the UI when you don't see the menu. The model should eventually learn.

Ok, please try one more thing. 1. Go to chrome://flags. 2. Search for "Enforce TranslateRanker decisions" 3. Switch from "Default" to "Disabled". 4. Restart your browser.
