Chrome on Windows has a black border on HiDPI

Issue description

Chrome Version: 66.0.3359.81 and 68.0.3405.0
OS: Win10
Laptop: Dell XPS13

What steps will reproduce the problem?
(1) open chrome

What is the expected result?

no black border

What happens instead?

see black border.

It maybe a regression. But I dont know the good version.

Unable to reproduce the issue on Win-10 hp high dpi laptop using chrome reported version #66.0.3359.81.

Attached a screen shot for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened chrome.
2. Did not observe any black border for chrome on windows.

The issue seems to be reproducible on Dell XPS13 win-10 laptop. Hence, forwarding the issue to inhouse team for further triaging.

This looks similar to Issue 736364, hence merging into it
Please undo it if it not the case
This seems not to be related to #736364 because that issue is exclusively about behaviour of the window during fullscreen mode.
