git cl split launches CQ dry runs for every CL it uploads. In some cases, this can result in a developer launching a large number of CQ dry runs in a relatively short amount of time. We should warn developers if they're about to do this (and possibly direct them to contact troopers) and should consider further mitigation -- perhaps rate-limiting the dry runs?
