[remoting WebRTC host] Investigate trickling ICE candidates

Issue description

With WebRTC connections, the host process should send each local ICE candidate immediately ("trickle" mode), instead of waiting for gathering to complete.

If this is a small work item, let's try to get this done while the client work is still fresh.  If it is large and won't provide much value, we can resolve it.

I believe the host does trickle the candidates, using the same delay logic I've recently added in the client (website).
