Huh, this got fixed with the patch that reverted eviction of images based on content ids: https://chromium.googlesource.com/chromium/src/+/9c1b6321c1dc93753fdaffc81c44d0bbb729ade5
Status: Fixed (was: Assigned)
Odd. Well, the graph is back to normal, so I'll close this out (and see its reincarnation after we re-land the content tracking part).
