LogDog BuildBot bootstrap doesn't bootstrap the first build (#0)

Culprit is probably here: https://chromium.googlesource.com/chromium/tools/build/+/master/scripts/slave/logdog_bootstrap.py

Might not be worth anyone's time b/c we're moving to LUCI and #0 builds are rare. *shrug*

Definitely a poor out-of-the-box experience, if the first build is always guaranteed to fail.

But buildbucket build numbers start at "1", so this won't be an issue on luci. 
 So this bug is purely scoped to new buildbot builders, which are on its last leg.  I'll leave this as a P3 bug until buildbot is gone.
