Strange daylight saving time in germany befor 1970

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:52.0) Gecko/20100101 Firefox/52.0

Steps to reproduce the problem:
1. timezone and region must be german
2. open developer console, input expression below:
3. new Date(1969, 7, 1);

What is the expected behavior?
Fri Aug 01 1969 00:00:00 GMT+0100 (CEST)
(Firefox gives this correct result.)

What went wrong?
The result in chromium is:
Fri Aug 01 1969 00:00:00 GMT+0200 (CEST)
That's wrong by an hour. It would be the correct daylight saving time. But in 1969 there was no daylight saving time in germany.

Exactly the same bug occurs in Windows 10.
