Chrome window doesn't get focus when clicking on the scrollbar

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.117 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome and another application
2. Open a website in Chrome where the scrollbar is visible
3. Focus the other application
4. Click on Chrome scrollbar

What is the expected behavior?
Chrome window gets focus and the scrollbar reacts accordingly.

What went wrong?
Chrome window does not get focus and the scrollbar does nothing

Unable to reproduce this issue on 66.0.3359.117 using Ubuntu 14.04 and Ubuntu 17.10, on clicking on scrollbar able to scroll successfully.

This might be specific to Fedora, As ET team do not have Fedora forwarding to Inhouse. Could someone from Inhouse team please have a look at this issue.

After some more tests I found out that it's probably a GNOME bug and affects all applications.

It only happens on a multi monitor setup with a fullscreen application on each monitor and the scrollbar on the right border of the left screen.
