Unable to reproduce this issue on 66.0.3359.117 using Ubuntu 14.04 and Ubuntu 17.10, on clicking on scrollbar able to scroll successfully. This might be specific to Fedora, As ET team do not have Fedora forwarding to Inhouse. Could someone from Inhouse team please have a look at this issue. Thanks!

After some more tests I found out that it's probably a GNOME bug and affects all applications. It only happens on a multi monitor setup with a fullscreen application on each monitor and the scrollbar on the right border of the left screen. Sorry, can be closed.
