Regression:Buttons of Hand-Writing input are seen chopped at edges in On-screen keyboard in Floating mode

What steps will reproduce the problem?
(1)Sign into user >>From Ubertray/Accessibility, enable On-screen keyboard
(2)Keep the On-screen keyboard layout in Floating mode
(3)Open Hand-Writing input method and observe 

Actual: Buttons are seen chopped at edges
Expected: Instead, they shouldn't appear as chopped

This is a Regression issue as same is working fine in 67.0.3393.4/10569.1.0 dev 

Note:Issue is not seen in Linux,Windows OS

We're doing some UI refactor, which should fix this.

This bug has a target milestone that has passed.  Please help bug cleanup: mark it closed or update/remove the milestone target.
