What steps will reproduce the problem?
1)Sign in to user -> Go to chrome://settings/accounts page
(2)In 'Manage Other users' page -> Enable  'Restrict sign-in to the following users' option so that 'Add person' option is enabled
(3)Now click on 'Add person' -> Enter any User ID  and close that 'Add person' dialog box -> Now again click on 'Add person' ->  Observe  previous added User ID is still seen and also observe 'ADD' button is seen disabled

Expected:  Previous added User ID should not be seen
Actual: Instead previous added User ID is still seen

This is Non-Regression issue seen from M-62
