OS: Mac(10.12.6, 10.13.1, 10.13.5).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and dock it to bottom.
2. Click to open ColorPicker dialog under ’Styles’ section.
3. Move the mouse pointer outside of DevTools windows so that eye dropper appears.
4. Now hover the mouse pointer on header of DevTools and observe. (Refer attached video)

Actual: Eye dropper doesn’t change to bidirectional arrow.
Expected: Eye dropper should change to bidirectional arrow.

This is a regression issue, broken in M-65 series, below is manual regression range.

Good build: 65.0.3288.0 (Revision: 522667)
Bad build: 65.0.3389.0 (Revision: 522956)

Using the per-revision bisect providing the bisect results:

You are probably looking for a change made after 522876 (known good), but no later than 522877 (first known bad).

NOTE: 
1. This issue is also reproducible on M-66 Stable & Beta (build # 66.0.3359.117) and M-68 Canary (build # 68.0.3404.0).
2. This issue is not reproducible on Win(7,8,8.1,10), Linux (14.04 LTS) and Mac (10.12.6 - Retina display, Mac Mini) machines.
3. This issue is only observed on Mac (10.12.6- Mac Book Pro Laptop, 10.13.1-Mac Mini and 10.13.5- Mac Touchbar) machines.
