Regression: [Guest] Translation bubble gets closed after tapping on 'change languages' option.

Chrome Version: 67.0.3396.13 Revision	b3152cbcc026b1404e0a4bcd161244bcf009650b-refs/branch-heads/3396@{#152}(32/64 bit)
OS: Windows 10 (Touch device)

What steps will reproduce the problem?
(1) Launch chrome, switch to 'Guest' mode.
(2) Navigate to Sohu.com (Translation bubble appeared), now tap/touch on Options button of bubble.
(3) Then select change language option and observe.

Actual: After tapping on 'change languages' option, translation bubble gets closed.

Expected: Translation bubble should not get closed.

This is a regression issue, broken in 'M66', will soon update the other info:

Good Build:66.0.3557.0(Revision: 539660)
Bad Build: 66.0.3358.0(Revision: 539998)

Note: 
1.Issue not seen on Win(7,8,8.1), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS) OS.
2.Issue is seen on Beta/Stable #66.0.3359.117 and latest Canary build #68.0.3404.0
