unable to reproduce the issue on reported chrome version 65.0.3325.181 using Windows 10 i.e., we are able to scroll properly with out any issue on webpages.

@Reporter: Could you please share a sample test file/URL where you are unable to scroll. Any further inputs from your end may be helpful.

I re-installed chrome and now it seems to be working. If I recall correctly, I had this problem another time on a different pc, but forgot how it was solved. 

The scroll just stops working on all websites. Thank you for your reply.

There are multiple 'scrollable' areas when viewing my email at https://inbox.google.com:

1. the sidecar listing my bundles (also lists 'Inbox', 'Snoozed', 'Done', etc)
2. the area showing the actual emails in my Inbox

When using a bluetooth mouse, the scrollbar only works in #2. For #1, I have to click and drag the scroll bar in order to scroll.

recomment #5 if the bug happens only when you are using the mouse, the issue is related to crbug.com/820979 which must be fixed in M66.
chriswillmorris@ could you please confirm.

I am closing this bug since a few wheel scroll related bugs that regressed on M65 are fixed in M66.

kensci@ please file a new bug if the issue still exists on Chrome 66.

The issue is not fixed, though now it sometimes manifests differently.

In Inbox (inbox.google.com), no matter which scroll area my mouse is in, the scroll wheel always scrolls the center scroll area (the one that lists the emails).

When viewing a PDF in Drive, the scroll wheel does nothing.

I do not have access to crbug.com/820979, which is why I'm posting this here.

 chriswillmorris@ please file a new bug with the chrome version that you tried.
