Regression : Close icon doesn't appear in search field after dragging any text into it in chrome://flags page.

Issue description

Version: 67.0.3396.13 (Official Build) Revision b3152cbcc026b1404e0a4bcd161244bcf009650b-refs/branch-heads/3396@{#152}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.5)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://flags/ and drag any text in search field,observe
 
Actual: Close icon doesn't appear in search field after dragging any text in search field
Expected: Close icon should appear in search field after dragging any text in search field

This is regression issue, broken in ‘M 64’ and below is the bisect info :
Good build: 64.0.3253.0  (Revision: 512378).
Bad build: 64.0.3254.0 (Revision: 512694).

You are probably looking for a change made after 512493 (known good), but no later than 512494 (first known bad).

Lowering priority as this is not end user facing and a edge use case of the search.
