Internal display flashes black multiple times when connecting external display

Issue description

Chrome Version       : 67.0.3383.0
OS Version: 10539.0.0

What steps will reproduce the problem?
1. Connect external display (Pixelbook to Acer 4k via cablematters displayport)

What is the expected result?
External display should be visible.

What happens instead of that?
Internal display flashes black multiple times before external display becomes visible.

This is probably WAI, a lot of displays (also docks are worse in that regarde) will appear/disappear a few times when you plug them in. There isn't much we can do to avoid it usually.
