Highlight the mouse cursor when it's moving, highlights when the cursor is not moving

Issue description

Chrome Version       : 68.0.3403.0
OS Version: 10607.0.0


What steps will reproduce the problem?
1. Enable "Highlight the mouse cursor when it's moving"
2. Move then stop moving the mouse cursor.
3. A circle is drawn around the mouse cursor.

What is the expected result?
The circle should go away when the mouse cursor stops moving.

What happens instead of that?
The circle doesn't go away.

possible.

lpalmaro@ and kjbooker@, please let us know what's the expected behavior here and if we need to update the UI to match the fact that the mouse cursor is always highlighted. 

In chrome://settings > Advanced > Manage Accessibility Features it is indeed called "Highlight the mouse cursor when it's moving" while in Status tray > Accessibility it's just called "Highlight mouse cursor."
