What steps will reproduce the problem?
(1) Open a new tab on: https://en.wikipedia.org/wiki/Diatonic_scale
(2) Scroll down somewhere to the middle of the page.
(3) Touch and scroll very gently and slowly up and down.

What is the expected result?
The page should scroll without jitter.

What happens instead?
Scroll is quite jittery.

This looks like a regression since 66. At least it does not seem to be as easily reproducible on 66 as it is now on 68.
