Definitely a dup.

All boards. User impact is: one time of ctrl+sift+q would sign out user session.

I think this would be a quick fix. If not then revert https://chromium-review.googlesource.com/c/chromium/src/+/996473.

If RBB is not a right label, then probably RBS...
