youtube sometimes doesn't autoplay

Issue description

Attaching a screen shot of chrome:media-engagement.

Youtube wouldn't autoplay a video repeatedly. I thought maybe I was on a buggy Chrome version, so I updated Chrome to latest Canary and it still wouldn't autoplay. Then I tried playing other videos and they did autoplay. I went back to the tab that wasn't autoplaying, reloaded, and it started autoplaying. 

So, I'm not really sure how to reproduce this, but it does seem like there's a bug somewhere.

Your MEI seems fine, you have a score of 0.4 because you have less than 20 sessions so we use 8/20.

When you said you played "other videos", were they on YouTube too?

Also, when you went to that video that did not play, did you follow a link to YT or was it when going from YT landing page?

Yeah, by "other videos" I meant YouTube videos.

For the one that didn't play, I followed a link to it.

It just happened to me again in the same Chrome instance (i.e. haven't restarted since filing this bug). Here's what I did:

1. cmd+click a youtube link to open it in the background. 
2. Some time later, focused the YouTube tab. It didn't autoplay.
3. Reload the page. It autoplayed.
4. Close the tab.
5. cmd+click to open the YouTube link (I thought maybe the issue was with opening videos in background tabs)
6. Focus the YouTube tab. It autoplayed.

So, I still don't have reliable repro steps unfortunately. Maybe this is a YouTube bug?

I just had it happen again with clicking on a link from gmail (no cmd+click this time). It happened twice, then the third time, the video autoplayed.

Assigning to beccahughes@ as we got another report for the same issue. We need to understand what's happening ASAP and whether it could be affecting M66.

It didn't happen reliably for me. I haven't seen it since. Will reopen if I see it again.
