Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10539.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3383.0 Safari/537.36 Platform: 10539.0.0 (Official Build) dev-channel eve Example URL: Steps to reproduce the problem: 1. Enable the "Enable ARC VPN integration" Flag in chrome://flags 2. Setup a VPN on Android and start it 3. Launch a new tab and visit a URL to ensure traffic is routed over the VPN 4. Launch a new igcognito and visit a URL to ensure traffic is not routed over the VPN What is the expected behavior? All Traffic should be routed over the VPN if the VPN is set to do so What went wrong? Traffic in Incognito tabs do not route through the VPN Did this work before? N/A Chrome version: 67.0.3383.0 Channel: dev OS Version: 10539.0.0 Flash Version: 29.0.0.140 I often use Incognito tabs to test changes made to websites and web services over my VPN connection to simulate a new user.
