Slowly scrolling when URL bar is visible causes blur

Issue description

Chrome Version: 68.0.3400.0 (Official Build) canary (32-bit)
OS: Android 8.1.0; Pixel XL Build/OPM1.171019.021

What steps will reproduce the problem?
(1) open a webpage
(2) slowly scroll page down with URL bar visible
(3)

What is the expected result?

Smooth scrolling

What happens instead?

Crazy blurring and page goes up and down really fast, until the URL bar is gone, then it gets normal again.

This seems like a recent regression. Does not happen on 67.0.3396.11 (Official Build) dev (32-bit)


If this is a regression (i.e., worked before), please consider using the
bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help
us identify the root cause and more rapidly triage the issue.

The issue happens while the URL bar is vanishing during the scrolling down.

Tested the issue using #68.0.3400.0 and #68.0.3403.0 on Android 8.1.0; Pixel XL Build/OPM1.171019.021 and could not reproduce the issue as per the steps mentioned below.

Steps:
1. Launched Browser
2. Opened a webpage
3. Scrolled down the page slowly with URL bae visible
4. Observed smooth scrolling.

@wfh: Request you to update Canary to latest version and check if you still face the issue?
