Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Example URL: http://getbootstrap.com/docs/3.3/css/ Steps to reproduce the problem: 1. Go to the test URL, and scroll just enough that the purple section is *barely* visible, then stop scrolling. The sidenav on the right should now still be position static. 2. Start scrolling using the mouse wheel and don't stop scrolling, but also don't move the mouse pointer. 3. The scroll will lock (ie. not work anymore, until you either pause for a few seconds, or you move the mouse pointer). What is the expected behavior? The page should continue scrolling. What went wrong? The page doesn't scroll anymore until you either pause scrolling and re-start, or until you move the mouse pointer. I have debugged the issue a bit, and it appears that the jQuery *scroll* event does not get triggered either, during the time that scroll doesn't work. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes not sure Does this work in other browsers? Yes Chrome version: 65.0.3325.181 Channel: n/a OS Version: 4.13.0-38-generic Flash Version: Apologies if I filed this under a wrong category, or if any other mistakes. This is my first submission :) Please note: while I can reproduce the issue consistently, you might not get it to reproduce on the first try (due to the fact that you need to not move the mouse pointer in order to reproduce it), so give it a couple of shots. This bug should reproduce in most (all?) cases where a container goes from position: static to fixed.

Able to reprodce this issue on reported chrome version 65.0.3325.181 by using Linux 14.04. However, this seems to be working fine on the latest version on 66.0.3359.117 by using Linux 14.04. Could you please upgrade your Chrome browser and verify the issue. Let us know if the issue still persists. Thanks!
