[macViews-Browser] Dragging a detached tab into another window is not bringing that window into the foreground

Issue description

Chrome Version: Canary 68.0.3402.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Open a window (A)
(2) Open another window (B) and overlap it with window (A)
(3) Open a second tab in window (B)
(4) Now detach a tab from window (B) and move and hold it over Window (A)

What is the expected result?
Window (A) should go into the foreground to drop the detached tab easy into the Tabstrip. (This works fine in Cocoa-Mode.)

What happens instead?
Window (B) keeps staying in the foreground :-(

robliao@: I still can repro it whan I drag it over the content of a underneath window. It is fixed when you drag it over the underneath Tabstrip.
