Scroll jitter when omnibox in middle of animation |

Issue descriptionChrome Version: 68.0.3400.0 (canary) OS: Android What steps will reproduce the problem? (1) open any search result page from Google (2) scroll up slowly to trigger omnibox hide animation (3) stop moving finger but stay press What is the expected result? scroll stop and animation pause What happens instead? See the record around 17 sec, you can see the tap position on top did not change but scroll jitter. This is a regression. It used to work correctly in 66.0.3359.106 I tried this on Pixel 2. But I don't think it is device related.

Tested the issue using #68.0.3403.0 on Pixel 2; 8.1.0 and could not reproduce the issue as per the steps mentioned below. Steps: 1. Launched Browser 2. Opened a Google search page 3. Followed above steps 4. scroll stop and animation pause @chaopeng: Could you please update Chrome to latest Canary version and check if you still face the issue? Thanks!!
