In crbug/834521 we discovered that lpadmin was failing against devices which were IPPS or requested a TLS upgrade.  Add an autotest that verifies we can connect to these devices.  This will require setting up a mock ippserver using TLS then calling 'lpadmin -m everywhere -p PRINTER -v ipp://hostname:port/queue' against said endpoint.  Verifying lpadmin succeeds should be sufficient for this case.
