ChromeVox touchscreen menu traps focus for linear navigation

Issue description

Google Chrome OS 68.0.3401.0 (Official Build) canary (64-bit)
Firmware Version Google_Samus.6300.276.0

Steps to repro:
1. Open https://www.w3.org/TR/wai-aria-practices-1.1/examples/menubar/menubar-2/menubar-2.html
2. Swipe to get to the menu.
3. Try to use swipe gestures to get out of the menu.

Actual result:
Using swipe navigation, there's no way for ChromeVox user using touch to get out of the menu once they are in it.

Expected result:
There should be a way to get out of the menu once you enter.
