"diagnostics" Chrome App Api link doesnt go anywhere

Issue description

The documentation link for chrome.diagnostics at https://developer.chrome.com/apps/diagnostics doesn't exist.

Here's the broken doc article:
https://developer.chrome.com/apps/declare_permissions

Apparently this is a known issue judging by the source code:
