power_state:rec fails for scarlet. Dut won't boot to recovery mode. 

Also, I noticed scarlet won't boot to recovery image once USB flash drive attached on Servo V4 tyep C.

Status: WontFix (was: Untriaged)
obsolete. Bad Servo causing this failed.
