VR: Input broken after entering/exiting VR

What steps will reproduce the problem?
(1) Open a page, e.g. wikipedia.org
(2) Enter VR
(3) Try scrolling the web page
(4) Exit VR
(5) Try scrolling the web page 

What is the expected result?
Web page scrolls

What happens instead?
Web page does not scroll


Culprit change is b6a48e30b7a21b59c81418854361c5b23a625d71

Navigation fixes the issue, if that helps diagnose.

Status: Fixed (was: Assigned)
The culprit CL got reverted. Relanded it as r552618 with a correct fix.
