[Mac] Default button hover and pressed states are almost impossible to distinguish

Issue description

Chrome Version: 66.0.3359.117
OS: macOS 10.12

What steps will reproduce the problem?
(1) Go to chrome://extensions
(2) Click the Remove button on one of your extensions
(3) Mouse over the Remove button in the dialog that appears
(4) Press the Remove button without releasing the mouse

What is the expected result?
The Remove button's hover and pressed states are visually distinguishable.

What happens instead?
The Remove button's hover and pressed states are almost exactly the same. It looks like the pressed state is ever so slightly darker, but the difference is so minimal it doesn't look like anything happens when you click the button.

Visually distinguishable states is not cosmetic, it's an important bit of feedback in the user interface.
