[Mac] Remove extension button remains highlighted when it should not

Chrome Version: 66.0.3359.117
OS: macOS 10.12

What steps will reproduce the problem?
(1) Go to chrome://extensions
(2) Click a Remove button in one of your extensions
(3) In the dialog that appears, click Cancel

What is the expected result?
The Remove button you clicked should appear in its normal state.

What happens instead?
The Remove button you clicked appears in its highlighted (gray background) state.

This is basically the same issue as issue 621748, and  issue 751395 .

Having said that, as of https://chromium-review.googlesource.com/c/chromium/src/+/1028478, the buttons look (and focused state) has changed, to hopefully something that is less annoying (see attachment).

Deduplicating this bug, and we can follow up there. Maybe as part of MD Refresh this behavior can be addressed.
