Two new WebGL 2 test failures with passthrough command buffer change

These regressed with this CL:

"Run the WebGL2 conformance GL tests against the passthrough cmd decoder."

We have the ability to run ANGLE bots against Chromium CLs (or at least used to have). For this kind of CL it would be a good idea to run them before landing in the future.
