A11y: ChromeVox is not announcing control role and state or playing earcons anywhere

Issue description

Chrome: 68.0.3400.0 Canary 64-bit

Steps to repro:
# With ChromeVox running, open a new tab
# Use search+right to move by object
# Notice that none of the objects are identified as links, buttons, form controls, etc
# Visit Google.com and notice the same thing
# Visit settings and notice that no controls are announced
# Go to settings -> advanced
# Notice that no controls are announced and sections are not announced as expanded or collapsed

Expected: Each control's role and state are announced and their earcons play

Actual: They are not spoken or played

I'd check your verbosity. Go to options page -> the first checkbox. 

If verbose descriptions are not enabled (i.e. unchecked), then this is expected.
Yes, that box is checked. Interestingly enough, the chromevox settings page is the only page that seems to announce what each element is.
The heaings under settings and links on google's homepage don't announce as headings or links, but can be focused with hotkeys.

Possible it's a transient error on Canary. I'm not seeing it. Are you able to reproduce this in guest mode, on a different account, and on the login screen?
I'd try again on the next build.

Can't repro in next version: 68.0.3401.0
