Yes, that box is checked. Interestingly enough, the chromevox settings page is the only page that seems to announce what each element is. The heaings under settings and links on google's homepage don't announce as headings or links, but can be focused with hotkeys.

Possible it's a transient error on Canary. I'm not seeing it. Are you able to reproduce this in guest mode, on a different account, and on the login screen? I'd try again on the next build.
