URL bar hiding causes page shaking when scrolled very slowly |

Issue descriptionChrome Version : 68.0.3400.0 OS Version: Android URLs (if applicable) : Any (news.ycombinator.com for e.g.) What steps will reproduce the problem? 1. Start hiding the URL bar by scrolling 2. Scroll *very* slowly, 1px at a time What is the expected result? The page should stay smoothly stuck to finger What happens instead of that? The page jumps up and down rapidly by ~10-20 pixels.

Tested the issue in Android and able to reproduce the issue on the reported build #68.0.3400.0 by following the below steps. 1. Launch Chrome in landscape mode. 2. Navigate to any URL - news.ycombinator.com 3. Swipe up the screen very slowly, so that omnibox gets hidden. Swipe 1px at a time. 4. Observed that page gets shaked. Chrome versions tested: 68.0.3400.0, 68.0.3403.0(Canary) OS: Android 8.1.0 Android Devices: Pixel 2 XL However, issue seems to be fixed in the latest Canary #68.0.3403.0 (no shaking of the page is observed). Could you please update your Canary and let us know your observations. Hence, removing Needs-Bisect label. Thanks!
