Navigating back in history doesnt stop fling |

Issue descriptionChrome Version : 68.0.3400.0 OS Version: Android URLs (if applicable) : any What steps will reproduce the problem? 1. Find a long page 2. Navigate to another long page 3. Fling down. While the page is scrolling, hit back button What is the expected result? Previous page loads and remains stationary What happens instead of that? Previous page loads but continues to scroll as the fling is transferred to the new page Please provide any additional information below. Attach a screenshot if possible.
