When trying to view PDF, chrome wants to save them first instead of just open

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Click view to see any pdf file
2. Instead of just open it goes direct to save file
3. 

What is the expected behavior?
Ask if I want to open in chrome or adobe. After input just open where was chosen too.

What went wrong?
Didn;t ask anything, just go to save file

It's probably fixed already in Chrome 66 (current stable channel) or Chrome Canary.
Can you see if your content settings are affecting this:

Ensure "Download PDF files instead of automatically opening them" is turned off in PDF Settings chrome://settings/content/pdfDocuments

Tested this issue on Windows 10 and Mac OS 10.13.3 on the latest Stable 66.0.3359.117 and Canary 68.0.3403.0 and unable to reproduce the issue.

Added the given extension and opened a pdf file on Chrome, could observe that the file is opening for viewing and didn't go to save file.
Disabled the option "Download PDF files instead of automatically opening them" in PDF Settings chrome://settings/content/pdfDocuments as well and no issues are observed.

Request you to update chrome to the latest version, retry the issue and update the thread with the observations.

Hi,

The problem is that I do not want to either save nor open with the chrome viewer. I would like to have the old option to open on my own app like adobe.
