Non-Regression: Unnecessary blink of 'Saved custom words will appear here' text is seen in chrome://settings/editDictionary

Chrome Version:68.0.3400.0/10600.0.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)launch chrome,go to chrome://settings/editDictionary
(2)Add few words >> Reload the page and observe

Actual: Unnecessary blink of 'Saved custom words will appear here' text is seen
Expected: No such unnecessary blink of text should be seen 

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS

Are we sure this is CrOS specific? Have we tested on Linux?

Unable to reproduce the issue on Ubuntu (Debian Rodete) using chrome version #68.0.3401.0
