Non-Regression: Unnecessary loading of PDF is seen in while clicking for download and cancelling it Files app

Chrome Version:68.0.3400.0/10600.0.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Download any sample PDF
(2)In Files app >>Get Info 
(3)Click the download button in that info page
(4)Cancel the download and observe the PDF

Actual: Unnecessary loading of PDF is seen in while clicking for download and cancelling it 
Expected:No such unnecessary loading should be seen

This is a Non-Regression issue seen from M-66

Note: Issue is not seen in Linux,Windows OS
