Non-Regression: Docked magnifier gets disabled automatically in Sync overlay of sign-in screen for first user

What steps will reproduce the problem?
(1)Recover build>> In Sign in screen, enable docked magnifier and try signing in to user and observe

Actual: Docked magnifier gets disabled automatically in 'You're signed in' Sync overlay for the first user
Expected: No such issue should be seen

This is a Non-Regression issue seen from M67(Introduction of docked magnifier)

@Wzang: Please confirm the issue

NOTE: Issue is not seen for second user

Status: Fixed (was: Assigned)
This has already been fixed in  issue 825969 . I can no longer repro on ToT. Please verify.
