Translate bubble doesn’t appear for flickr.com on changing the page language.

Chrome Version: 67.0.3396.13 (Official Build)Revision b3152cbcc026b1404e0a4bcd161244bcf009650b-refs/branch-heads/3396@{#152} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, go to above Test-URL and scroll down the page to it’s bottom.
2. Change page language to Chinese from language drop-down list and observe.

Actual: Translate bubble doesn’t appear.
Expected: Translate bubble should appear.

This is a non-regression issue, seen from M-60 series.

NOTE: This issue is also reproducible on M-66 Stable & Beta (build # 66.0.3359.117) and M-68 Canary (build # 68.0.3401.0).
