Regression : Unwanted flickering is seen while resizing devtools window.

Issue description

Chrome version : 67.0.3396.13 (Official Build) b3152cbcc026b1404e0a4bcd161244bcf009650b-refs/branch-heads/3396@{#152}(32/64 bit)

OS : Windows(7,8,8.1,10),Mac(10.12.6,10.13.1,10.13.5) and Linux(14.04 LTS) OS

Steps to reproduce:
1.Launch Chrome and open devtools on NTP.
2.Press 'Esc' key (drawer opens) and click on 'more option' menu(i.e Three dots) to open 'Rendering' tab.
3.Select 'Paint flashing' and 'FPS meter' and resize devtools window.
4.Also mouse hover on contents under element tab and Observe.

Actual Result : Unwanted flickering of 'FPS meter' window is seen while resizing devtools window.
Expected Result : Such flickering should not be seen while resizing devtools window.

This is a regression issue broken in ‘M-66’ and using the per-revision bisect providing the bisect results,
Good build: 66.0.3347.0(Revision: 536621)
Bad build: 66.0.3348.0(Revision: 536934)

You are probably looking for a change made after 536790 (known good), but no later than 536791 (first known bad).
