Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.117 Safari/537.36 Steps to reproduce the problem: 1. Trying to open files with chrome (check video) 2. Opening new window of chrome using taskbar icon (check video) What is the expected behavior? What went wrong? Chrome shows that it's unresponsive while everything is working fine. Did this work before? N/A Chrome version: 66.0.3359.117 Channel: stable OS Version: 10.0 Flash Version: This has been happening for about a week now. I already reported this bug before but when asked to take a screencast of the issue, I couldn't get it on video so the bug was marked as "could not reproduce". A simple chrome restart would fix this issue, however sometime later on the issue will manifest again just like what happened to me today. I thought the bug was not present anymore (since the last time this happened to me I was on an older version of chrome). I also go it on video this time, I will attach the video to this post. If you have any other troubleshooting steps I can do to possibly find why this bug happens, please let me know.

Thanks for filing the issue! Unable to reproduce the issue on reported chrome version 66.0.3359.117 using windows 10 with the below mentioned steps. 1. Launched chrome 2. Minimised window 3. Tried opening a new window by right clicking on chrome icon(...in task bar) We were able to open a new windows with out any error message. Attaching the screen cast of the same. @Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may help us.

I have attached another screen cast as I am still experiencing the bug. In the screencast you provided you tried right clicking the chrome icon and open a new tab. In my screen cast, I do not have the option to open in a new tab when I right click on the chrome icon which is weird since I remember having that before (cannot give you a timeline of when that was since I was using Mozilla FireFox for the last 2 months). In my situation simply trying to open a file that defaults to chrome (like a pdf for example) would still give me the error message, you can see that in the end of the screen cast I provided. I really don't know what to say regarding this issue. I am tempted to simply uninstall chrome and reinstall again maybe that would fix this issue, but I still want to keep the bug present to at least try and help you guys troubleshoot this issue and possible fix it.

As per video in comment#0 this seems to be issue when chrome is in dual monitor. Hence checked the issue on reported version 66.0.3359.117 with dual monitor and unable to reproduce the issue. @Reporter: Could you please check the video and let us know if we miss anything. Please create a fresh profile which do not have any apps/extensions and check the issue there. Thanks!

Regarding your latest screen cast I have noticed something different between your setup and mine. Please check this setting in your settings (check attached image). This will make the chrome icon show only on the screen where the window is open. In order to press on the chrome icon on the left screen, chrome should be pinned to the taskbar. I tried reproducing the error again right now, but it's not there. As I mentioned above a simple chrome restart would fix the problem but only temporarely. Sometime in the future the bug would manifest itself again. Let me know if there is anything else I can do.

Not sure what else you should do. I got so frustrated with the issue that i uninstalled chrome entirely and re-installed it again. I have yet to experience this issue, will post again when I do.

Just wanted to let you know that after I did a clean re-install of chrome. I am still experiencing the issue. I just want to ask why am I not getting a "open new tab" or "open a new window" when i right click on the chrome icon in the taskbar?

tonykaram1993@ Thanks for the update. Tested the issue mentioned in comment #11 on a fresh install of Chrome, on right clicking on the task bar icon, can observe the options 'Open new tab', 'open a new window' . As per comment #2, #5, #8 as the issue is not reproducible at TE end, adding 'TE-NeedsTriageHelp' and requesting someone from UI team to look into the issue and help in further triaging. Thanks..
